The procedure for selecting the topic of medical technological documents for development is defined by MoH order of 28.09.2012 No. 751 “On the creation and implementation of medical technological documents on the standardization of medical care in the system of the Ministry of Health of Ukraine.”
According to the Methodology for the Development and Implementation of Medical Standards (Unified Clinical Protocols) Based on Evidence-Based Medicine (hereinafter – the Methodology), the topics for which multidisciplinary working groups will be formed and medical technological documents will subsequently be developed are determined by the MoH of Ukraine.
The basis for consideration of a topic at the Ministry of Health of Ukraine is the Application for the adaptation of evidence-based clinical guidelines and the development of medical technological documents (hereinafter – the Application), completed using the approved form.
The application is submitted to the Ministry of Health of Ukraine by an individual or legal entity regardless of the form of ownership.
The Ministry of Health of Ukraine conducts an expert evaluation of the Application for compliance of the topic with the basic and additional selection criteria defined by the Methodology.
Topics recognized as requiring development are approved by orders of the Ministry of Health of Ukraine, and the composition of multidisciplinary working groups is formed, which is also approved by an order of the MoH of Ukraine.
After that, a multidisciplinary working group begins processing the medical technological documents.
Thus, in order to initiate the development of medical technological documents based on evidence-based medicine in accordance with the Methodology approved by MoH of Ukraine order of 28.09.2012 No. 751 “On the Creation and Implementation of Medical Technological Documents on Standardization of Medical Care in the System of the Ministry of Health of Ukraine,” it is necessary to:
- Prepare the Application in accordance with the requirements of the above-mentioned order.

- Send the Application to the Ministry of Health of Ukraine and to the e-mail address of the State Enterprise “State Expert Center of the Ministry of Health of Ukraine” medstandards@dec.gov.ua
