The State Expert Center of the Ministry of Health of Ukraine announces a competitive selection of members of the Expert Committee on Health Technology Assessment.
Specialists who have the relevant education, professional experience in the field of health technology assessment and meet the requirements for independence and absence of conflict of interest are invited to participate in the competition.
The competitive selection is conducted in accordance with the Regulation on the Expert Committee on Health Technology Assessment, approved by order of the State Expert Center of the Ministry of Health of Ukraine dated 23 September 2026 No. 265.
To participate in the competition, an applicant shall submit:
- a cover letter regarding compliance with the established requirements for candidates for membership in the Expert Committee in free form;
- declaration on the presence/absence of a real and/or potential conflict of interest;
- a copy of the identity document;
- information and documents confirming the relevant education, work experience and functions performed, including regarding the assessment of comparative effectiveness (efficacy), safety and/or economic feasibility of medicinal products;
- consent to personal data processing.
Requirements for applicants
- have a higher medical and/or pharmaceutical, and/or economic, and/or mathematical education;
- candidates for membership in the Expert Committee with a higher medical education and/or a higher pharmaceutical education and/or a higher economic and/or mathematical education must have practical work experience in the specialty and experience in analysing the comparative effectiveness (efficacy), economic feasibility of medical technologies and may have an additional higher education in the field of healthcare facility management;
- not be in the civil service;
- not have a real or potential conflict of interest as provided for by the Law of Ukraine "On Prevention of Corruption";
- not be in employment or any other contractual relations with manufacturers of medicinal products and holders of registration certificates for medicinal products or persons related to them;
- not be in employment or other civil-law relations with the authorised body;
- a person who during the last two years provides or has provided consulting services to the authorized body, including on matters related to the conduct of state HTA, in particular regarding the inclusion (exclusion) of medicinal products in (from) the National List and/or in (from) the Lists, managed access agreements, including regarding the preparation of relevant applications and dossiers, or to the applicant on matters regarding the inclusion (exclusion) of medicinal products in (from) the National List and in (from) the Lists, on matters of consideration of the conclusions of the authorized body, state registration and/or support of state procurement of medicinal products, and/or holds or has held during the last two years a position in which they represented the interests of applicants on matters regarding the inclusion (exclusion) of medicinal products in (from) the National List and in (from) the Lists, on matters of consideration of the conclusions of the authorized body, state registration and/or support of state procurement of medicinal products, cannot be a member of the Expert Committee;
- members of the Expert Committee may not directly (outside meetings of the Expert Committee) cooperate with interested individuals and/or legal entities on matters related to the conduct of state health technology assessment, in particular regarding the inclusion (exclusion) of medicinal products in (from) the National List and/or in (from) the Nomenclature, managed access agreements, including the preparation of relevant applications and dossiers, or be members of other committees, commissions or working groups on matters of review of conclusions of the authorised body, state registration and/or support of state procurement of medicinal products.
- members of the Expert Committee may be both citizens of Ukraine and foreigners (except citizens of the Russian Federation and the Republic of Belarus).

Responsibility for the inaccuracy of documents shall be borne by the applicant.
