Reference pricing for medicinal products and mandatory declaration of drug prices in the National Catalog of Prices have been introduced in Ukraine (amendments to the Law of Ukraine “On Medicinal Products”, adopted by Parliament in February 2025).
- Manufacturers and importers are required to declare maximum wholesale prices for medicines in the National Catalog of Prices. The Catalog is the main source of information on pricing; it will help avoid unjustified price increases and ensure procurement transparency.
- In parallel, a reference pricing system has been launched – calculation of maximum prices for medicines based on the prices of similar products in reference European countries (Poland, the Czech Republic, Hungary, Romania, etc.).
Subject to declaration: prices for prescription drugs, medicines from the National List of Essential Medicines, and other prescription/over-the-counter drugs not included in the National List.
The declaration process began with the publication by the MoH, jointly with the State Expert Center, of the list of original (innovative) medicinal products, and an announcement of the acceptance of applications from pharmaceutical market operators for price declaration in the National Price Catalog.
First, the National Catalog was formed for original (innovative) products and other medicinal products included in the National List. The second stage covered all other prescription products not included in the National List. The final stage is the formation of the catalog for over-the-counter products that were not included in the National List.
So that applicants can prepare documents for declaring prices for such products in the National Price Catalog, the MoH is publishing the following for applicants’ review:

How to submit an application for price declaration for a medicinal product?
To declare the maximum wholesale-release price for a medicinal product, the holder of the registration certificate for the medicinal product (or the holder of a permit for parallel import of the medicinal product) or its authorized representative (applicant) submits to the Single Window of the MoH through the Applicant's Electronic Cabinet the following documents:
- Application for price declaration for a medicinal product on the special form. A detailed description of how to submit the application is in the User Guide
- Power of attorney certifying the applicant's authority to declare the price for a medicinal product, with a translation into Ukrainian certified by the applicant in accordance with the procedure established by law, or a copy of such power of attorney certified by the applicant in accordance with the procedure established by law.

Also, in January 2026, the website of the National Catalogue of Medicinal Product Prices was launched in Ukraine.
The information resource contains information on the maximum wholesale selling prices of manufacturers and importers. The catalog is compiled and maintained by the Ministry of Health of Ukraine jointly with the State Expert Center of the Ministry of Health of Ukraine and is a key tool for transparent pricing of medicines.
For patients and consumers, the resource provides:
- public access to information on prices for medicinal products subject to state regulation;
- data search and filtering tools;
- the ability to quickly search for medicinal product prices by various criteria;
- display of minimum prices for prescription medicines (tablet forms and capsules), which promotes informed choice and consumer protection.
For applicants and market participants, the website provides:
- up-to-date information on the functioning of the National Price Catalogue;
- convenient tools for viewing and analysing price data;
- the ability to generate structured data required for further work and interaction with the regulator.
