The State Expert Center of the Ministry of Health of Ukraine announces that from 1 March 2026 the cost of services for the expert evaluation of materials on medicinal products and other services is changing.
The cost of expert services for conducting state health technology assessment, for reviewing the dossier materials of a medicinal product for parallel import, and for specialized assessment of materials regarding clinical trials remains unchanged.
The need to revise the cost of services is due to objective inflationary processes in the economy of Ukraine*, the introduction of full-fledged work with the eCTD dossier format, as well as the implementation of strategic steps envisaged by the Development Plan for 2026–2028.
In fulfillment of the government's Strategy for the Development of the Healthcare System and following the European integration vector, Ukraine is actively implementing digital solutions in the pharmaceutical sector. The Center is carrying out large-scale work to harmonize the system of regulation of the circulation of medicinal products with EU legislation. In particular, the modernization of technical infrastructure, the establishment of complex technical processes, and continuous training of relevant specialists are currently envisaged.
In addition, the Center ensures the development of areas such as health technology assessment (HTA), which is a reliable tool for strategic decisions of the MoH and the NHSU, and, being aware of the large-scale challenges caused by the military actions of the russian federation, the Center considers the development of the clinical research system to be strategically important. Forming a network of clinical sites and ensuring patients' access to innovative treatment requires special support.
