We inform you that from 01 April 2026, submission of applications to the Center for Administrative Services "Single Window of the MoH" for conducting clinical trials and substantial amendments may, at the applicant's request, be carried out remotely through the "Applicant's Electronic Cabinet".
To obtain access to the "Applicant's Electronic Cabinet", it is necessary to complete and send an Application to the email address dec@dec.gov.ua
A mandatory requirement for submitting an application through the "Applicant's Electronic Cabinet" is the attachment to the application of an Authorization/power of attorney confirming the applicant's authority, if the applicant is not the sponsor, as well as a power of attorney or an official letter from the applicant listing the applicant's responsible persons appointed by the head, in particular:
- authorizations/powers of attorney issued by the sponsor of the clinical trial, with defined delegated powers, if the applicant of the clinical trial is not the sponsor of the clinical trial;
- power of attorney or an official letter from the applicant listing the employees whom the head has designated as responsible for supporting the process of submitting and expert evaluation of documents/materials for obtaining a MoH decision on conducting clinical trials and approving substantial amendments, in particular conducting correspondence with the MoH/State Expert Center, submitting/collecting applications, documents/materials required for the expert evaluation and obtaining a MoH decision on conducting clinical trials and approving substantial amendments, etc.
Important! Color scan copies of original documents valid at the time of submission or duly certified copies drawn up in accordance with the requirements of the legislation are attached to the application in the "Applicant's Electronic Cabinet".
Applications not supported by color scan copies of the above documents are grounds for refusal to generate an invoice-specification and for suspension of further processing of the application.
