The National Institute for Health and Care Excellence of Great Britain (NICE) was established in 1999. It develops evidence-based health policy, assesses medical technologies, and develops guidelines and recommendations.

The Center cooperates with NICE on the institutionalization and management of HTA processes and on building the expert capacity of HTA specialists in Ukraine to improve patients' access to clinically effective and cost-effective medical technologies.

In 2023, relations in the area of HTA were significantly strengthened. In March 2023, the first round table on "Health technology assessment in Ukraine" was held, organized on the initiative of NICE and the Department for Business and Trade of the United Kingdom. The co-organizers were the MoH of Ukraine and the State Expert Center of the Ministry of Health of Ukraine. During the event, the parties exchanged experience in implementing health technology assessment in the United Kingdom and Ukraine, and considered the main challenges in applying the HTA tool and their potential solutions.

Also, at the invitation of the UK Department for Business and Trade and NICE, representatives of the Center participated for the first time in the Knowledge Transfer and Capacity Building Program on Institutionalization and Management of HTA Processes, held in June 2023 in the United Kingdom (London). During the training, the Center's delegation became familiar with NICE's activities (legal framework, social values and principles, operating policy and procedures), institutional mechanisms (strategies for engaging stakeholders, managing conflicts of interest), key changes and challenges.

As part of the event, a meeting of the Center’s management and NICE took place, which laid the foundation for signing a Memorandum of Cooperation between the Ministry of Health of Ukraine, the Center, the UK Department for Business and Trade and NICE for the purpose of further cooperation and exchange of experience in managing HTA processes between the countries.
