Ukraine continues to develop the system of state health technology assessment (HTA), taking into account dynamic changes in European practice and international approaches to decision-making in the field of healthcare.
The changes were approved by order of the Ministry of Health of Ukraine dated 23 July 2026 No. 1011. This is already the third update of the Guideline.
The updated version takes into account:
- amendments to the Procedure for conducting state health technology assessment, approved by resolution of the Cabinet of Ministers of Ukraine dated 18 March 2026 No. 358;
- the provisions of EU Regulation 2021/2282 on health technology assessment, which has been applied in the countries of the European Union since 2025;
- recommendations of the National Institute for Health and Care Excellence of Great Britain – NICE.
What has changed?
One of the key innovations was the introduction of assessment of the level of added clinical benefit of a medicinal product.
This approach makes it possible to determine what added value a new medicinal product has compared to already available treatment methods.
The assessment will take into account:
- the clinical significance of the results for patients' health;
- the magnitude of the relative treatment effect;
- the safety profile of the medicinal product;
- quality of evidence;
- level of unmet medical need.
Why is this important?
The updated Guideline is not only an improvement of the methodology and an expansion of evaluation capabilities. It is an important step towards ensuring that decisions on state funding of medicinal products are made on the basis of the best available evidence, using approaches that have already become standard in the countries of the European Union.
The application of the new approaches will contribute to:
- improving the quality and validity of recommendations based on the results of state HTA;
- more transparent and consistent formulation of decisions on state funding of medicinal products;
- harmonisation of the Ukrainian HTA system with European practices, which is important in the context of Ukraine's European integration;
- more efficient use of healthcare system resources by directing state funding to medical technologies that provide the greatest clinical value for patients.
The updated edition of the Guideline is an important tool for the further development of state health technology assessment in Ukraine and for strengthening the evidence-based approach to health policy formulation.
