Representatives of the HTA Department of the State Expert Center of the Ministry of Health of Ukraine took part in a working visit to Sweden dedicated to the exchange of experience in the field of health technology assessment and the further development of cooperation between Ukrainian and Swedish institutions.
The visit took place in Stockholm and Gothenburg with the participation of two Swedish national-level HTA organizations – the Swedish Agency for Health Technology Assessment and Assessment of Social Services (SBU), the Dental and Pharmaceutical Benefits Agency (TLV), as well as the HTA Center of the Sahlgrenska University Hospital of the University of Gothenburg.

During the meetings, the parties discussed the organization and procedures for conducting HTA in Sweden, approaches to the system of reimbursement of the cost of medicinal products, the use of economic evaluation models, the assessment of medical devices and digital health technologies.
Particular attention was paid to the implementation of Joint Clinical Assessments in the countries of the European Union in accordance with the new European HTA regulation, as well as the possibilities of using artificial intelligence during the assessment of medicinal products and health technologies.
Representatives of the expert committees for the assessment of medicinal products and medical devices of Sweden, which work on the assessment and implementation of new medical technologies and treatment methods, also joined the discussions and presented their own approaches to decision-making.
For the Center, the visit became a continuation of the professional dialogue started during the previous meeting in Sweden at the beginning of 2026. The parties discussed the possibility of conducting joint training sessions and forming a structured programme for the further development of expert capacity in the field of HTA in Ukraine.
At the same time, the Ukrainian side presented its own experience and progress in the development of the health technology assessment system. During the meetings, the Swedish colleagues separately noted that Ukraine, despite the full-scale war and extremely difficult conditions, continues to develop the HTA system, carry out European integration measures, and improve the mechanisms for assessment and decision-making regarding medicinal products and medical technologies.
The participants agreed to continue the professional exchange, develop joint educational initiatives and deepen cooperation between Ukrainian and Swedish institutions in the field of HTA.
The experience gained will be used in the further work of the Center to develop methodological approaches, expert capacity and further European integration.
