The Cabinet of Ministers of Ukraine approved changes that will help regulate prices for medicinal products in Ukraine more accurately and transparently.
The main goal of the innovations is to improve the operation of the National Catalogue of Prices and to make the procedures for determining and publishing marginal reference wholesale-release and retail prices for medicines clearer.
This concerns Resolution No. 1064 of 26 August 2026 "On Amendments to Resolutions of the Cabinet of Ministers of Ukraine of 21 October 2015 No. 835 and of 4 April 2025 No. 439".
What exactly did the changes affect?
The information and technical support of the web resource "National Catalogue of Prices" has been improved:
- the issue of publishing open data has been regulated;
- the list of information that must be entered has been defined;
- the issues of technical support, administration, updating, backup and information protection have been regulated;
- the rules of website accessibility for people with disabilities have been improved, taking into account modern DSTU standards.
Also, taking into account the proposals provided by specialists of the State Expert Center, changes were made to the calculation of marginal wholesale-release prices. In particular, the following were clarified:
- approaches to defining "identical characteristics" of medicines in reference countries – a provision has been added whereby products of affiliated persons (of the same brand or corporate group) are considered identical for price comparison;
- procedure for calculating the price per unit of medicinal form – a clear definition of the unit of medicinal form has been introduced for various dosage forms to correctly compare products with different package volumes. The price per tablet, milliliter or gram is now calculated in a single, standardized way for all dosage forms;
- mechanism for converting prices from foreign currency into hryvnias – the official NBU exchange rate will be used for price calculations, calculated as the average monthly figure for the month preceding the date of price determination;
- definition of "original (innovative) medicinal product" for the purposes of declaring maximum wholesale prices.
For citizens, these changes ensure full transparency of medicine prices and reliable protection against unfair pricing through open access to maximum prices.
For businesses, the changes guarantee market predictability, unified rules, and a significant reduction of the administrative burden through digitalization.
For the state, the National Price Catalogue remains an effective monitoring tool that enables strategic management decisions based on verified data.
