Today, the Minister of Health of Ukraine, Viktor Liashko, introduced the head of the institution to the team of the State Expert Center of the Ministry of Health of Ukraine. In accordance with the order of the Ministry of Health of Ukraine dated 2 February 2026, Edem Adamanov was appointed to this position.

Minister Viktor Liashko outlined the key tasks for the Center and its management. Among the priorities: ensuring the transition to a new regulatory model, stabilising reforms, and strengthening transparency and communications.

"Today we face a key task – to ensure the preparation for and transition to the creation of the Ukrainian Pharmaceutical Agency. The State Expert Center must become a platform for professional discussions on the Transition Plan and the basis for forming a new institution, drawing on the professionalism and potential of the team. It is important to preserve and stabilise the achievements of reforms in the pharmaceutical market and to strengthen public trust in the national regulator. The priority is openness and systematic communication, so that not only professionals but also citizens know about the Center's activities. In wartime conditions and amid large-scale challenges, our shared responsibility is to do everything necessary so that on the path to EU membership there are no remarks regarding the implementation of European norms in the pharmaceutical sphere," said the Minister.

In turn, Edem Adamanov thanked the Minister for his trust and outlined key approaches to the further organisation of the Center's work.

"We must always remember that the decisions of the State Expert Center of the Ministry of Health of Ukraine directly affect the pharmaceutical industry and, most importantly, patient safety. Therefore, it is fundamentally important for me, from the very first days, to hear the team, to speak openly about problems and to find solutions together. The future Ukrainian Pharmaceutical Agency, which is to be established and to begin full-fledged work in 2027 year, is an ambitious goal that I personally believe in. We are competitive, we have many manufacturers, a saturated market and qualified experts. Through joint efforts, we can create a modern regulatory body that will work quickly, efficiently and meet the best European standards," he noted.
