Systematic development of HTA in 2025: more expert conclusions with recommendations for medicinal products and a new guideline for medical devices

30.01.2026 801 review

In 2025, the State Expert Center of the Ministry of Health of Ukraine significantly strengthened the role of health technology assessment (HTA) as a tool that helps patients receive new treatment and helps the healthcare system make well-founded, rational and evidence-based decisions.

During the year, the Center, as the authorized body for conducting HTA, provided 35 HTA conclusions with recommendations, which is almost twice as many as last year.

Focus on what is essential and important for patients

HTA conclusions in 2025 concerned mostly recommendations for the treatment of:

  • oncological diseases;
  • rare (orphan) diseases;
  • cardiovascular and neurological diseases;
  • chronic diseases of the musculoskeletal system, respiratory organs, and blood diseases;
  • transplantation and other severe conditions.

Based on the results of HTA, it was recommended to implement HTA recommendations under managed entry agreements (MEAs); to expand the National List of Essential Medicines and centralized procurement programs.

More openness and improved communications – more trust

In 2025 the Center launched HTA analytical dashboards, which allow users to review conclusions and their recommendations in a convenient format, track dynamics and distribution by disease categories. It is also possible to track medicinal products currently under assessment. The Center's HTA analytical dashboards can be viewed at the link

Expanding the scope of application of the HTA tool

Another important step was the approval by the Ministry of Health of Ukraine of the HTA Guideline for medical devices. For the first time in Ukraine, the health technology assessment tool can be applied not only to the assessment of medicinal products, but also to medical devices.

The expansion of HTA capabilities in 2025 confirms the key role of this tool in shaping an effective, transparent and patient-oriented healthcare system in Ukraine.
