On 24 February 2026, four years have passed since the beginning of the full-scale war in Ukraine.
These years changed the country, its institutions and each of us. They became a test for the healthcare system and the pharmaceutical sector.
Today, 16 employees of the State Expert Center are performing military service, defending Ukraine. At the same time, the Center, in cooperation with the Ministry of Health of Ukraine, continues its work – so that the regulatory system remains stable and patients have access to quality, safe and effective medicinal products.
Emergency regulatory decisions
Already in the first weeks of the war, the Procedure for emergency state registration of medicinal products was introduced (in force until 2023), which made it possible to avoid medicine shortages and respond quickly to the needs of military personnel and civilians. In parallel, a ban was introduced on the registration of products manufactured in the aggressor state.
Since the beginning of the full-scale invasion, 2215 medicinal products have been registered in Ukraine, 2557 have been re-registered, and changes have been made to about 50 thousand registration materials.
In addition, Ukraine introduced the international format for submitting registration dossiers eCTD, which ensured digitalization of processes and harmonization with international practice.
Clinical trials – access to innovations even during the war
Despite martial law, in Ukraine permits for conducting clinical trials continue to be granted in compliance with international standards and regulatory requirements.
Since 24 February 2022, the MoH has approved 283 new clinical trials, of which 254 are international. Currently, 242 are ongoing.
Also, already during the full-scale war, an expanded access program to investigational medicinal products after completion of clinical trials was launched – patients gained the opportunity to continue innovative treatment in 13 programs.
Health technology assessment – rational decisions for the state
During the years of the war, Ukraine has fully implemented the tool of state health technology assessment (HTA) for medicinal products.
Since 24.02.2022, 133 conclusions with recommendations for the state have been provided. This made it possible to make informed decisions on including medicinal products in state programs, expanding regulatory lists (35 new medicinal products were added to the National List), applying managed access agreements and rational use of budget funds
In 2025, the scope of HTA application also expanded to medical devices.
New protocols for the treatment of combat injuries
The war changed the demands on the healthcare system, as doctors faced new challenges – the treatment of combat and mine-blast injuries. For this purpose, new "Combat Trauma" protocols based on NATO standards were developed and implemented in Ukraine for the first time. The first six appeared in April 2024, and today 32 protocols are in effect. In total, during the war, nearly 200 medical standards and treatment protocols have been updated and developed.
Professional development and training
Even in wartime, the Center did not stop training experts and specialists in the field. During this period, approaches to organizing training were updated and an educational agency was created. In total, more than 300 training events were held, in which about 3000 representatives of the pharmaceutical sector took part.
Continuity of services
Over 4 years, 165 thousand applicants used the services of the MoH Single Window and the SEC Service Center, and more than 500 thousand documents were processed.
Despite the war, the State Expert Center, in cooperation with the MoH, continues to ensure the continuity of regulatory procedures and patients' access to safe and effective treatment.
