The Center has started assessing the impact on human health of substances contained in dietary supplements

The State Expert Center of the Ministry of Health of Ukraine is expanding the range of expert procedures.

On 13 July 2026, the Center started accepting documents for the assessment of the impact on human health of vitamins, minerals and other substances and their maximum permissible doses in food products proposed for placing on the market as dietary supplements.

The new procedure is carried out in accordance with the Procedure approved by order of the Ministry of Health of Ukraine No. 219 dated 20.02.2026.

Health impact assessment

To carry out the assessment, the food business operator (hereinafter referred to as the applicant) submits an application and dossier materials to the Center. You can familiarize yourself in detail with the procedure and download the application and dossier material forms (Appendix 1 and Appendix 2 to the Procedure) at the link.

Based on the results of the assessment, the applicant receives a conclusion from the Center with a recommendation to include (or refuse to include) the substance in the relevant List, indicating its maximum permissible level.

Consultations on risk assessment

Before submitting dossier materials, the applicant may contact the State Expert Center of the Ministry of Health for a consultation on risk assessment and receive written recommendations.

Consultations are provided for information purposes only – during such consultations the Center does not carry out a preliminary assessment of substances or dossier materials.

Please note that a request for a consultation must be submitted no later than six months before the submission of the application for assessment.

Procedure for the provision of services by the Center

To obtain a consultation or to undergo an assessment, the applicant must first conclude an agreement with the Center.

We draw applicants' attention to the fact that the approved Procedure governs the assessment of the impact on human health of: vitamins; minerals; other substances (plants, fungi, microorganisms, etc.) intended for use in food products placed on the market as food supplements. 

At the same time, it does not apply to medicinal products, cosmetic products; animal feed, food products for general consumption, medical devices.
