In 2025, the State Expert Center of the Ministry of Health of Ukraine continued the recovery and development of clinical trials of medicinal products, demonstrating resilience and adaptability amid current challenges.

During the year, the Center received 92 applications for clinical trials (82 international and 10 domestic) – significantly more than at the beginning of the full-scale war (in 2022 – 25, in 2023 – 41).

Based on the results of expert evaluations in 2025, 81 clinical trial was recommended for conduct in Ukraine. The largest number were in such therapeutic areas as: oncology – 15,2%, rheumatology – 13%, gastroenterology – 9%, infectious diseases, neurology, cardiology and others. The approval of new clinical trials highlights the continued attractiveness of Ukraine as a location for clinical trials.

Among other positive trends:

  • 76 studies started in Ukraine – 24,6% more than last year;
  • the number of substantial amendments decreased by 6,42% to protocols, which confirms the high quality of clinical trial preparation.

A separate focus is clinical trials of advanced therapy medicinal products (ATMPs). Since 2024 in Ukraine, four studies of innovative oncological and rheumatological medicinal products are being conducted at various stages, giving a chance to patients with diseases resistant to standard treatment.

Education remained an important component. 26% of the Center's external training events in 2025 were dedicated to clinical trial topics. 10 Good Clinical Practice (GCP) seminars were held, along with two specialized meetings with members of the Local Ethics Committees and a national forum on clinical trials, which brought together more than 1000 participants and became an impetus for systemic changes in the field.

These and other results became possible thanks to the systematic work of the Center: ongoing communication with all clinical trial participants, training programs, reduction of the timelines for expert evaluation of clinical trials to 30 calendar days for new applications for conducting studies and to 25 calendar days for substantial changes (amendments) to clinical trials, and harmonization of regulatory requirements with European ones.

Clinical trials for thousands of patients in Ukraine are a real chance to receive modern treatment earlier than it becomes generally available. By supporting quality, transparency and compliance with international standards, the Center ensures Ukraine's integration into the global research space even in the most difficult times.
