A Knowledge Transfer and Capacity Building Program on the institutionalization and management of health technology assessment processes for the Ministry of Health of Ukraine is under way in London. Participation in the two-day event is at the invitation of the National Institute for Health and Care Excellence (NICE) and the UK Department for Business and Trade.

Representatives of the Ministry of Health of Ukraine, the State Expert Center, and other institutions take part in the Knowledge Transfer Program.

The Center's delegation is headed by Mykhailo Babenko. Participants also include:

  • Deputy Director for Clinical Affairs Mykhailo Lobas;
  • Director of the Department of Health Technology Assessment and Rational Pharmacotherapy Oresta Piniazhko, as well as the department's specialists and experts – Yuliia Malyshevska, Iryna Romanenko, Valeriia Serediuk, Marharyta Khmelovska;
  • adviser to the Director of the Center on HTA issues, Doctor of Pharmaceutical Sciences, Professor, Head of the Department of Organization and Economics of Pharmacy at Bogomolets National Medical University Kostiantyn Kosiachenko.

During the first day of the business trip, the Center's team managed to:

  • review the current state of cooperation between the Ministry of Health of Ukraine and NICE;
  • present the HTA situation in Ukraine (status, roadmap, short- and long-term goals);
  • to become familiar with the activities of NICE (legal framework, social values and principles, operating policy and procedures), institutional mechanisms (stakeholder engagement strategies, management of conflicts of interest), and key changes and challenges in its work.

On the Ukrainian side, a presentation on the HTA situation in Ukraine was given by the Director of the Department of Health Technology Assessment and Rational Pharmacotherapy of the Center, Oresta Piniazhko.

She outlined the stages of implementing the HTA tool in Ukraine, and the processes and methods on which this area is based. She spoke about the main achievements of the Center as an expert institution authorized to conduct state health technology assessment in Ukraine. She presented development prospects, taking the Roadmap into account.

Today our specialists are becoming familiar in detail with the work of the National Institute for Health and Care Excellence (NICE) – its health technology appraisal program, structure, functions, funding principles, and the mechanisms of commercial agreements and managed access agreements.

Studying international experience should help improve the population's access to clinically effective and cost-effective medicinal products, especially during the military aggression of the Russian Federation and the martial law imposed in Ukraine.

NICE (National Institute for Health and Care Excellence) is an executive non-departmental public body of the UK Department of Health. It has worked in the healthcare sector for more than 23 years. It develops guidelines, recommendations and manuals, including on HTA, in the fields of healthcare, public health and social care.
