Every year on 7 April the world marks World Health Day. This date is not only a reminder of the founding of the World Health Organization, but also an opportunity to pause and think: what is each of us doing today to stay healthy tomorrow?
In 2026 the campaign is held under the slogan "Together for health. Together with science". Its main emphasis is on evidence-based medicine and the role of scientific progress.
Evidence-based medicine means that decisions in healthcare are made not "by eye", but on the basis of research, facts, scientific data and expert evaluations.
And this is exactly where the State Expert Center of the Ministry of Health of Ukraine plays an important role.
From an idea – to real treatment
For a new medicinal product to appear in Ukraine, it goes through a long path of clinical trials in accordance with international standards.
Right now, 297 clinical trials are ongoing in Ukraine at various stages, most of them in the fields of oncology, rheumatology and gastroenterology. In 2024, studies of gene therapy medicinal products began for the first time. This means that Ukrainian patients are gaining access to innovative treatment.
New expert evaluations – new medicines – new opportunities
In 2025, based on the expert conclusions of the State Expert Center of the Ministry of Health of Ukraine, 442 new medicinal products were registered, including:
- 9 innovative medicinal products for Ukraine with a new molecule. Of these, 6 are oncology products – for the treatment of lung cancer, stomach cancer, progressive multiple sclerosis, paroxysmal nocturnal hemoglobinuria;
- the first SMA gene therapy product for children with spinal muscular atrophy;
- a modern inhalation agent for anesthesia in children;
- for the first time, a master file for plasma and others was certified.
At the same time, more than 300 of all registered products are generics, hybrid and biosimilar products, which make treatment more accessible for patients due to their lower cost.
Medicinal product safety – under constant control
After registration and market entry, the monitoring of medicinal product safety continues. Even during the war, over the course of 2025, we analyzed:
- 16 879 medicinal product safety reports;
- 15 943 reports were submitted to the WHO global database (in total during the war – 55 thousand);
- published 620 summaries of risk management plans.
All of this is to ensure that medicinal products remain safe and treatment remains effective.
HTA – evidence-based decisions
In order for the state to spend resources effectively, health technology assessment is applied. Today, this tool can be used not only for the assessment of medicinal products, but also of medical devices.
Since the establishment of HTA in 2021 year, 160 expert conclusions with recommendations have been prepared. Among them: for the treatment of oncological diseases – 34%, orphan diseases – 34%, CVD – 7%, multiple sclerosis – 4%, neurological diseases – 3,1%, chronic kidney disease – 2,5%, neonatal support – 2,5% and others.
A significant part of the recommendations were taken into account when the state made decisions on financing the procurement of new medicinal products.
Modern treatment protocols based on evidence-based medicine
Today, doctors work according to clear protocols created on the basis of evidence-based medicine. For this purpose, dozens of multidisciplinary groups of the MoH are constantly working on their development and updating.
In the past year alone, a total of 70 standards, treatment protocols and rehabilitation care protocols were updated.
Particularly important was the development and implementation in 2024-2025 of 33 protocols "Combat Trauma" according to NATO standards – critically relevant in the conditions of war.
Ukraine is part of the global regulatory community
The Center actively cooperates with leading international organizations and is a participant in multilateral coalitions/initiatives. Among our partners: WHO, European Medicines Agency, ICH, ICMRA, NICE, GIN, HTAi, ISPOR, and others. Within the framework of signed memoranda, we exchange experience with regulators of: Sweden, Poland, Croatia, Moldova.
Today, the Ukrainian regulatory system is European-integrated and is developing together with the whole world.
Together for health
Evidence-based medicine is not only about science. It is about trust and confidence in treatment outcomes.
