The Center recommends including a new combination of medicinal products for the treatment of heart failure in the National List

The State Expert Center of the Ministry of Health of Ukraine recommends considering the possibility of including the combination of valsartan and sacubitril in the National List of Essential Medicines. This concerns the treatment of adult patients with chronic heart failure with reduced left ventricular ejection fraction.

The Center provided this recommendation based on the results of a state health technology assessment (HTA). The assessment allows for a comprehensive analysis of the comparative clinical effectiveness of a medical technology, its safety, its economic feasibility and other aspects of its use in the healthcare system.

Chronic heart failure is a serious cardiovascular disease and one of the leading causes of hospitalization and mortality in patients with cardiovascular diseases.

Clinical data indicate that the use of valsartan and sacubitril compared with enalapril provides better treatment outcomes. In particular, the PARADIGM-HF study demonstrated:

  • a 20% reduction in the risk of death from cardiovascular causes or first hospitalization for heart failure;
  • reduction in the risk of death from any cause by 16%.

The results of the assessment are consistent with current international clinical guidelines, in which valsartan and sacubitril are recommended as one of the key components of therapy for patients with chronic heart failure with reduced left ventricular ejection fraction.

The recommendation based on the results of the state HTA is part of the decision-making process on the inclusion of medicinal products in the National List. The final decision is made by the Ministry of Health of Ukraine.
