For four months, the first training in Ukraine on hospital-based health technology assessment was held at Zhytomyr Regional Clinical Hospital. All training participants, including the hospital administration, doctors, and economists, attended a series of lectures, completed practical assignments, defended their projects on the assessment of the medical technology they had chosen, and received certificates.
The idea of the hospital HTA training was developed and implemented by a multidisciplinary team. It included representatives of the Center and of Bogomolets National Medical University. Advisor to the Director of the Center, Doctor of Pharmaceutical Sciences, Professor Kostiantyn Kosiachenko was one of the initiators, co-authors, and lecturers of the course. Also taking part in one of the practical sessions was Rabiia Kakhvedzhy, Senior Medical Advisor on pharmaceutical policy and management, SAFEMed Ukraine.
“As the body entrusted with state health technology assessment, the Center methodically and consistently builds the HTA system at all levels. Much has already been done in the field of HTA for medicines – medicinal products are purchased with budget funds based on HTA conclusions and recommendations. Soon the same procedure awaits medical devices – development of the relevant guideline has already begun. And now, in wartime and with limited budgets, the Center pays special attention to a direction such as the development of hospital HTA.
In this context, conducting the first practical training “Hospital Health Technology Assessment – a Practical Tool for Making Evidence-Based Decisions at the Level of Healthcare Institutions” is a very important step. The knowledge gained by specialists of the Zhytomyr Regional Hospital during our training will help them make the right decisions on funding particular medical technologies from the standpoint of clinical and economic effectiveness at the level of a hospital institution. This will make it possible to use limited funds so that patient treatment is as effective as possible and, accordingly, will improve the quality of medical care,” commented Kostiantyn Kosiachenko.
“We want patients to receive the best treatment at the price most favorable to them, so we have already planned the next training with the National Scientific Center ‘Institute of Cardiology, Clinical and Regenerative Medicine named after Academician M.D. Strazhesko,’” – announced Kostiantyn Kosiachenko.
